At present, Fallback Language is available but it the capability to force the same language as the welcome text would provide a more consistent interface.
If having an administrator configured default language is not possible, maybe an option for the end user to change their own language setting. Many users comment that they are more comfortable with English terminology for things like mail quarantine etc through years of experience rather than translations that are sometimes too literal.
I agree we need at least the most important languages as an option for the registration dialog.
an option to translate the password registration dialog into the local language is absolutly necessary. The receiving user has to trust the registration page. Instructions in the local language are importent for non english people as well.

user pages, especially the SPX welcome page, should have no fixed language. A perfect solution for me would be having a chance to download the page with the template or the original text, to edit and to translate it to my individual needs, and put it back in the system by uploading it. Logo changing could also be done this way. The size of the logo space with 68 pix vertical size is to small to add a good looking company logo by the way.
